各位同事：
欧盟委员会今天发布了科研与技术开发计划 “第七框架计划” 最后一轮、也是历次征集中规模最大的一次项目征集公告。约81亿欧元将用于资助科研项目，广泛涉及各科研学科、政策、以及商业领域。欢迎通过邮件、简报以及网站等各种途径宣传分享下列资讯。项目申请的提交时间将陆续从2012年秋季起截止。
第七框架计划“合作”专项支持各个领域的合作研究，包括健康、信息通讯技术、交通、能源、环境、海洋、食品、农业、渔业与生物技术、材料及社会科学等。
项目申请通常要求由来自至少三个不同的欧盟成员国或第七框架计划协同国的单位提交，中方单位可加入欧洲的项目申请团队共同申请第七框架计划所涵盖所有主题领域的课题。下列课题专门针对中方单位的参与：
· 食品、农业和渔业、生物技术主题领域：重大动物传染性疾病与人畜共患病
· 能源主题领域：智能电网与储能
· 纳米科学、纳米技术、材料和新制造技术主题领域：生物材料
· 空间主题领域：空气质量与排放监控

Dear colleagues,
The European Commission has today announced the final and biggest ever set of calls for proposals for research under its Seventh Framework Programme (FP7). Some ? 8.1 billion is available for research projects covering a vast range of scientific disciplines, policy areas, and commercial sectors. Please share this information below amongst your interested contacts via your mailing lists, newsletters and websites. The deadlines for submission are from autumn 2012.
The FP7 ‘Cooperation’ programme supports collaborative research in a range of fields including health, ICT, transport, energy, environment, oceans, food, agriculture, fisheries and biotechnology, material and social sciences, etc.
In most cases, proposals must include at least three different EU member states or FP7 associated countries to be eligible. As a general rule, Chinese teams may join European consortia in addition to this requirement in all themes covered by FP7. In addition, Chinese participation is targeted on the following topics:
· KBBE: Coordination on major infectious diseases of animals and zoonoses
· ENERGY: Smart grids and energy storage
· NMP: Biomaterials
· SPACE: air-quality and emissions monitoring
